JOB PURPOSE:   

As a direct report to the Chief Technology Officer (CTO), the Director of Clinical Technologies assumes a critical role in the oversight of existing clinical technologies, particularly Electronic Medical Records (EMR). This role entails spearheading the development and implementation of innovative clinical applications and systems across the ELNA Group.  

Responsibilities include defining and prioritizing use cases, as well as identifying and integrating solutions for these cases. Close collaboration with business leaders, IT teams, physicians, and management is essential to translate business requirements into a cohesive IT vision and strategic initiatives. Leading a team consisting of EMR Analysts, business analysts, project managers, and external developers, the Director also manages external partnerships with key technology vendors to ensure the successful delivery of advanced technology solutions. The primary objectives are to enhance patient care delivery and drive operational efficiency through optimized technology utilization. 

PRINCIPAL RESPONSIBILITIES:   

Organizational Leadership: 

  • Provide visionary leadership and strategic direction in the development, enhancement, and maintenance of EMR services, applications, and systems architecture.Manage and mentor a team of EMR Analysts, business analysts, and project managers, fostering a culture of innovation, collaboration, and excellence. 

  • Champion cybersecurity best practices and ensure the integrity, confidentiality, and availability of sensitive patient data within EMR systems. 

  • Collaborate with cross-functional teams to streamline processes, optimize workflows, and enhance user experience within all clinical applications. 

  • Stay abreast of industry trends, regulatory changes, and technological advancements in healthcare IT, providing thought leadership and recommendations for continuous improvement. 

  • Balance multiple conflicting requirements and priorities. 

  • Commitment to the company’s corporate values. 

  • Advocate for the Physicians’ and Clinic’s best interest in front of ELNA leadership. 

Project Management: 

  • Collaborate with internal stakeholders to identify and prioritize business needs, translating requirements into actionable IT strategies and initiatives. 

  • Oversee the design, development, testing, and deployment of EMR solutions, ensuring alignment with industry best practices, regulatory requirements, and organizational goals. 

  • Lead the evaluation and selection of external vendors and development partners, managing vendor relationships and negotiating contracts to ensure optimal service delivery and cost-effectiveness. 

  • Drive the adoption of advanced technologies and architectural frameworks to enhance EMR capabilities, scalability, and interoperability. 

  • Provide strategic guidance on the integration of emerging technologies, such as artificial intelligence (AI), machine learning (ML), and data analytics, to enhance clinical decision-making and patient outcomes. 

KNOWLEDGE, SKILLS AND EXPERIENCE: 

  • 10+ years of experience in healthcare IT, with a focus on clinical applications and systems development and management. 

  • Demonstrated expertise in Electronic Medical Records (EMR) services, application development, and advanced technology architecture. 

  • Proven leadership experience managing multidisciplinary teams, including EMR Analysts, business analysts, project managers, and external developers. 

  • Strong understanding of healthcare regulations (e.g., HIA, PHIPA, PIPEDA and Quebec Law 25) and experience ensuring compliance within EMR systems. 

  • Excellent communication, negotiation, and stakeholder management skills, with the ability to effectively engage and influence diverse audiences at all levels of the organization. 

  • Capacity to adapt to a rapidly changing environment. 

  • Collaboration and talent to deal with complex situations. 

  • The ability to perform as an IT Consultant to the business. 

  • Experience with healthcare interoperability standards (e.g., HL7, FHIR) and data exchange protocols. 

  • Familiarity with agile development methodologies and project management frameworks (e.g., Scrum, Kanban). 

  • Knowledge of healthcare quality metrics, performance measures, and reporting requirements. 

  • Experience with the Due Diligence process for mergers and acquisitions. 

  • Demonstrates an entrepreneurial mindset, adept at navigating ambiguity when necessary, and enthusiastic about establishing structure and processes where required. 

  • Proficient in building organizational frameworks, including recruitment, and hiring processes tailored to specific needs. 

  • Experience running healthcare accreditations and audits. 

  

Education/ Certifications 

  • Master's degree in Healthcare Informatics, Computer Science, or a related field preferred or equivalent experience.  

  • Project Management Professional certification or equivalent experience.
